A Designated Learning Institution is a school approved by a Canadian provincial or territorial government to host international students. A letter of acceptance from a DLI is required for a study-permit application. However, DLI status alone is not enough for students who want a Post-Graduation Work Permit after graduation.
IRCC maintains a separate DLI list showing institutions and programmes that may be PGWP eligible. Not every programme at a DLI qualifies. Before paying tuition, students should check the institution, campus, programme, programme length, delivery model and PGWP notes on the current IRCC DLI list. This verification is particularly important for college, polytechnic and non-degree programmes subject to field-of-study requirements.
The right institution depends on the student’s preferred subject, Class 12 or bachelor’s academic profile, budget, province, language preference, desired learning model and career goals. Students should compare actual modules, co-op structure, research options, class format, tuition, housing, scholarship availability and the eligibility rules that apply to their specific programme.
Eligible international students can work off campus without a separate work permit if their study permit includes the appropriate work condition and they meet IRCC requirements. In 2026, eligible students may work up to 24 hours per week off campus while regular classes are in session. During qualifying scheduled academic breaks, such as summer or winter breaks, eligible students may work unlimited hours off campus.
IRCC’s 2026 guidance also limits unlimited off-campus work during scheduled breaks to the applicable break rules, including a maximum of 180 days in a calendar year. Students can only begin working after their programme starts. They should also obtain a Social Insurance Number and follow the conditions on their study permit. Working beyond permitted hours can affect immigration status.
Canada’s Post-Graduation Work Permit can allow eligible graduates of qualifying programmes at PGWP-eligible DLIs to gain Canadian work experience. Graduating from a DLI does not automatically guarantee a PGWP, so eligibility should be checked before starting the programme and again before applying for the work permit.
For master’s degree programmes of at least eight months, eligible graduates may qualify for a three-year PGWP even when the master’s programme is less than two years. For many other programmes lasting at least eight months but less than two years, the PGWP may be issued for up to approximately the same length as the programme. Programmes of two years or more may lead to a PGWP of up to three years, subject to all eligibility rules and passport validity.
Current PGWP rules also include language requirements. Bachelor’s, master’s and doctoral graduates generally need at least CLB/NCLC 7 in all four language abilities, but do not have a field-of-study restriction. Graduates of many college, polytechnic and other non-university programmes generally need at least CLB/NCLC 5 and, for study-permit applications submitted on or after November 1, 2024, must graduate from an eligible field of study. IRCC froze the eligible field-of-study list for 2026, but future lists can change.
Canada has major employment centres in Toronto, Vancouver, Montreal, Ottawa, Calgary, Edmonton, Waterloo, Halifax and other growing cities. Opportunities vary by province and economic cycle. A Provincial Attestation Letter or Territorial Attestation Letter confirms that a study-permit applicant has a space within the province or territory’s allocation. In 2026, many undergraduate, college and other applicants still require a PAL/TAL. The letter is usually obtained through the institution or province and must be valid for the study-permit cap year in which the student applies.
Starting January 1, 2026, students applying to degree-granting master’s or doctoral programmes at public DLIs are exempt from the PAL/TAL requirement. Quebec applicants must still follow the province’s separate CAQ and study requirements. Students should check the current IRCC PAL/TAL tool because exemptions depend on the exact study situation.
Canada ended the Student Direct Stream on November 8, 2024. Indian students now apply through the regular study-permit process. Guaranteed Investment Certificates can still be used as one form of financial evidence, but they are not an SDS requirement and applicants must provide a complete financial picture that meets current IRCC requirements.
